Fat freezes before skin and other tissue so basically your fat is put between two plates cold enough to freeze the fat but not cause frost bite.
It's more interesting than useful as far as the article says it's not useful for people with large amounts of fat to loose it's more for targeting specific areas to remove small amounts of fat. Pretty cool (no pun intended) though.
